Ouvertes le 15 septembre 2025, par le Premier Ministre, Chef du Gouvernement, Ministre des Sports et du Cadre de Vie, M. Robert Beugré MAMBÉ, les festivités marquant le 62e anniversaire du Trésor Public ont pris fin, le 18 septembre 2025, au Sofitel Abidjan Hôtel Ivoire, en présence de l’Inspecteur Général d’État, M. AHOUA N’Doli Théophile. Cette clôture a été marquée par l’adoption d’importantes résolutions destinées à renforcer l’efficacité et la modernisation de l’institution.
Parmi les priorités à court terme, on note que le Trésor Public s’engage à renforcer son efficacité opérationnelle par la création d’une interface entre le Compte Unique du Trésor (CUT) et la Banque des Dépôts du Trésor Public, la révision des circuits de trésorerie en vue de la disponibilité à temps réel des ressources, l’intégration de l’approche basée sur les risques dans la surveillance du secteur financier.
À ces dispositions devraient s’ajouter la mise en œuvre d’une stratégie nationale d’assainissement du secteur du change manuel et des transferts de fonds et de valeurs, l’achèvement de l’automatisation de la reddition des comptes de l’État, des Collectivités Territoriales et des Établissements Publics Nationaux (EPN) ainsi que la création d’une Direction des Affaires Juridiques et du Contentieux et la mise en place d’un dispositif renforcé de veille informationnelle et stratégique.
À moyen et long termes, le Trésor Public poursuivra sa transformation structurelle, par une adaptation de son organisation au changement d’origine externe, l’automatisation de la gestion de la trésorerie, l’accélération de la transition numérique et l’interopérabilité des systèmes. Ces mesures seront complétées par l’identification de nouveaux produits d’assurance adaptés au besoin de la population, l’intégration de l’ensemble des ressources publiques au CUT, l’automatisation du paiement des recettes au Compte e-Impôt dans le CUT. Les résolutions portent également sur la nécessité du maillage du territoire national par TrésorPay-TrésorMoney, l’interconnexion de l’ensemble des Ministères avec TrésorPay-TrésorMoney, ainsi que l’interfaçage des systèmes d’information du Budget, des Impôts et des Douanes et le renforcement du dispositif de lutte contre la cybercriminalité.
Pour le Détecteur Général du Trésor Public, M. AHOUSSI Arthur Augustin Pascal, qui a traduit sa reconnaissance aux nombreux participants et partenaires, ces mesures feront l’objet d’une matrice d’actions pour une mise en œuvre effective et efficace. Présidant cette cérémonie de clôture, l’Inspecteur Général d’État, M. AHOUA N’Doli Théophile, s’est félicité des résolutions adoptées et des recommandations formulées, tout en appelant le Trésor Public et l’ensemble des parties prenantes à les traduire en actions concrètes. « Je voudrais vous encourager à faire de ces recommandations la boussole de vos stratégies et vos ambitions afin de bâtir des actions futures fortes et adéquates pour consolider votre rôle central de sève nourricière et d’acteur clé du développement de notre pays », a-t-il conclu.
Il convient de rappeler que ces festivités ont été couplées avec le 16ᵉ Colloque de l’Association Internationale des Services du Trésor (AIST). Ces deux évènements majeurs s’étant déroulés respectivement autour des thèmes « Contribution du Trésor Public au développement de la Côte d’Ivoire » et « Quel avenir pour les processus métiers du Trésor à l’aune de la digitalisation ? »
