Les agents du Trésor Public ont entamé les travaux de réflexion, ce mercredi 17 septembre 2025, au Sofitel Abidjan Hôtel Ivoire, dans le cadre des festivités marquant les 62 ans d’existence de l’institution. Le lancement officiel de ces festivités avait été effectué deux jours plus tôt, le 15 septembre, par le Premier Ministre, Chef du Gouvernement, Ministre des Sports et du Cadre de Vie, M. Robert Beugré MAMBÉ.
Procédant à l’ouverture des travaux de réflexion, le Directeur Général, M. AHOUSSI Arthur Augustin Pascal, s’est, d’entrée de jeu, félicité de la mobilisation exceptionnelle des agents du Trésor Public qui, a-t-il dit, se sont tous appropriés ces festivités aussi bien à Abidjan, dans les Circonscriptions Financières de l’intérieur du pays, que dans les Paieries à l’étranger. Pour lui, cet engagement massif constitue un levier essentiel pour consolider les acquis et relever efficacement les défis à venir.
Présentant ensuite les enjeux liés audits travaux, le Directeur Général a indiqué qu’ils visent à mener, sans complaisance, une réflexion de fond autour de thématiques stratégiques afin de formuler des propositions concrètes et prospectives. Il est ainsi prévu une conférence inaugurale relative à la contribution du Trésor Public au développement de la Côte d’Ivoire.
Ainsi que trois panels autour des thèmes suivants : « Les économies africaines face au défi de la mobilisation des ressources internes ; « Les métiers du Trésor Public à l’ère de l’intelligence artificielle ». ; « Le secteur financier africain : défis et solutions face aux attentes des populations, des opérateurs économiques et de l’État ».
Parallèlement, des groupes de réflexion plancheront également sur l’organisation du Trésor Public, ses missions, son rôle dans l’exécution du budget de l’État, la gouvernance du secteur financier et la modernisation du service public. « Nous avons le devoir de porter le Trésor Public vers des sommets encore plus élevés », a instruit M. AHOUSSI Arthur, invitant ses collaborateurs à une participation active et constructive à ces différentes séances.
Le Trésor Public davantage sollicité pour le PND 2026-2030
Rappelant que le Trésor Public a contribué à hauteur de 38,7 % au financement des trois derniers Plans Nationaux de Développement (PND 2012-2015, 2016-2020 et 2021-2025), le Directeur Général a souligné que l’institution sera encore plus sollicitée dans le cadre de la mise en œuvre du PND 2026-2030. Dont plusieurs objectifs sont en lien avec le Trésor Public.
Il s’agit des objectifs liés à une croissance forte et inclusive, à une transformation structurelle de l’économie, au renforcement de l’économie numérique, à la bonne gouvernance du secteur financier et au développement des partenariats. « Ces objectifs appellent une contribution financière et une capacité d’adaptation encore plus forte du Trésor Public, en termes de résilience, de modernisation, de créativité », a-t-il indiqué.
Selon lui, ces défis exigent une contribution financière renforcée et une capacité d’adaptation accrue du Trésor Public en matière de résilience, de modernisation et de créativité. « C’est en ce sens que le Plan Stratégique de Modernisation et de Développement (2024-2028) revêt toute son importance, vu qu’il nous permettra de bâtir une administration forte, intègre, alignée sur les meilleures pratiques internationales, au service du citoyen et de toutes les parties prenantes », a conclu le Directeur Général.
